Has anyone come up with a solution better than restating the finder to reveal new files that don't show up until a restart of the computer or the finder. I was glad to see the finder restart which was better than a total restart.

Make sure your spotlight indexing finishes by check Apple menu -> System Preferences -> Spotlight. The Privacy section shows areas that might be hidden from your search and file listing.
Thank you, another thing to try, this seems like the easiest. Also running 'First Aid' on the drive worked although it takes more thinking so it can unmount the drive, and make sure you are not using the drive with an open program using files.
I have the same problem with Big Sur (M1). I found that dragging and dropping any file into the folder is enough to make files that are not displayed suddenly become visible.
