Hi
I have esrased my system and files when trying to restore my Hard disk.I have no time machine/ T capsule to back up my mac book,how can I start and restore my files again ?

Perhaps to reinstall the macOS would be near the only option
to restore a system into your Mac. A Time Machine backup is
the normal path or alternative to replace a lost/erased system.

Depending on the 'build year model specification' an exact identification
of portable Mac should be relatively easier to tell. Either as a Intel-based
Mac; or newest Late 2020, Apple Silicon M1 'System on a Chip'.

Welcome to Apple Support Communities.
I understand that you have erased your MacBook's internal Drive and you do not have any time machine on time capsule backups to restore your data except those in iCloud Drive.
So, the possible option to restore the macOS system back into normal state is re-installing macOS.
To reinstall macOS,
Important: Your computer must be connected to the internet to reinstall macOS.
1) Start up your computer in macOS Recovery:
( Note: In the case of intel-based Mac, if there is a Firmware password enabled these keyboard commands would show you a Pad Lock where you need to enter you firmware password in order to proceed further. )
On a Mac with Apple Silicon:
Choose Apple menu > Shut Down, press and hold the power button until you see “Loading startup options,” select Options, click Continue, then follow the on-screen instructions.
On an intel-based Mac:
Choose Apple menu Choose Apple menu > Restart, then immediately press and hold one of these key combinations, depending on what you want to do, until you see a spinning globe appear:
( It is better to first erase the Internal Disk (SSD) incase if you are doing a clean-fresh reinstall. Unless you have data on the drive you require. Click on Disk Utility in the recovery app window then Select "View" and choose "Show All". Then select APPLE SSD and select "Erase" and rename the disk as you want. Say, Macintosh HD. and hit erase. After the process is complete, on the top left click on Disk Utility and Hit Quit. and go to Reinstall macOS. Proceed Further to the next step)
2) In the Recovery app window, select Reinstall macOS, then click Continue. ( Note: it may first ask you to select your preferred language if you are going to macOS recovery for the first time or if you have reset the mac's PVRAM & NVRAM. )
3) Follow the onscreen instructions. In the pane where you select a disk, select your current macOS disk (in most cases, it’s the only one available).
4) Your macOS operating system would be Installed and you can set it up as new. ( set-up as new in case of fresh install.)

well I have some notes in note book , pictures , in Photos , calender, some graphs in Numbers and contacts Thats about it . Do you think this could help ? . Just now I can’t even restore my Mac iOS can’t see a **** .Is there any ways to install maccen on line without Disk or stick ?

if you have some things stored in iCloud Drive you will be able to get them back however since you erased your computer and have no backup of your computer you won't be able to restore much.
If you have something in cloud , you can restore otherwise you can't nothing
Mostly accurate, however if the Mac has Apple Silicon (M1) then the top-level SSD can't be erased. Instead, the APFS_Container should be erased instead (directly below the SSD).
How to check and know if I have (m1) silicon in my Mac ?
