I accidentally deleted al my text messages with someone. When I went to backup my device, I had a backup from 9AM this morning, but I saw that iMessage has been toggled off on the iCloud. Will I get back all my messages if I backup still?

Messages are included in both iCloud and computer backups when Messages in iCloud is turned off, so it sounds like you may be able to retrieve the thread.
