I accidentally pulled markup ruler below the menu, how do I get it back?

I was editing a photo in markup and accidentally pulled the ruler option below the menu on the bottom. When I tap the ruler it goes away and comes back, but there is too little for me to grab to bring back up. I have reset the markup option several times with different pictures to no avail, they all place the ruler below the menu.
