Transfer data from iPhone 6 Plus to iPhone 12

My current iPhone software is 12.5.2 (IPhone 6 plus). I wonder if I can transfer data directly from iPhone 6 Plus to iPhone 12 ?

Some people told me I can’t do that because it requires old iPhone software IOS 13.1 or later.
