Music not populating

Why does my Apple Watch only have two songs on it on my phone has all my songs if I choose to use my Apple Watch without my phone

Apple Watch only allow me to play a dozen songs when I run without my iPhone i just replaced my broken Apple Watch. I’ve had the Apple Watch 3 and replaced it with the same. On my previous watch, I had tons of music. this ‘new’ watch ( only the 3 ) will allow me to play only about a dozen songs when I run without my phone!
