Big Sur M1 MBP—Windows10
The only way to run Windows in the Technical Preview is to sign up for Microsoft's Insider program and download the Windows 10 Client ARM64 Insider Preview VHDX file. The Parallels preview will recognize the file and create a Windows 10 on ARM virtual machine.

Be aware that if you do use this method that it is not at production quality and you may lose data or apps when using the beta software. If this is your only computer and you depend on it for other apps be cautious.

Yes, but the Windows 10 release is not.
Parallels on its own will do nothing without an OS to run on it. The Windows 10 ARM preview is still in Beta testing phase and is not recommended for regular users.
You cannot yet run full x86 Windows 10 on Parallels 16.5.
You really need to ask the developer, but their FAQs on this page:

It may run under Rosetta 2 but your need to ask them.
