I have had the same problem with my iPhone 7. Apple Support Chat reviewed everything and says I need to take it to the Apple Store for a service appointment. I have trouble believing it's the iPhone's problem when it worked fine with the previous update.

Take care!
I called Apple support, and they told me also that I needed to go into see somebody, but since it’s out of warranty I started to do more research. I connected my phone to my computer with Finder, redid the update, and it now seems to be working well again! Woohoo!!
