Greyed out privacy tracking

I am trying to turn on my privacy tracking. unfortunately this option remains greyed out. I've already restarted my iPad, hard reset, location services on and off, and factory reset. unfortunately it doesn't work. does anyone know what else I can do to enable privacy tracking. i now have ios 14.4.2
