When I try to open photos from an External Hard Drive, I receive this message from iPhoto:
These items cannot be added to your Photo library because the file format is not supported by Photos.
The files were previously stored in iPhoto and most of them were captured with an iPhone.
Any help is appreciated!

Are the files still inside the iPhoto Library? Or are they part of a Time Machine backup?
As a test, copy one of the files, that cannot be opened by Photos to your Pictures folder and try to import the file from the Pictures folder. Does this work? DO not copy them to the Desktop or Documents folder, if these folders are syncing with iCloud Drive. I am getting the message about "the file format is not supported by Photos." also frequently, when I am trying to import a file from Documents or Desktop after the Big Sur upgrade. When we try to import items from an iCloud Drive folder, the items have to be downloaded from iCloud, before we can import them, at least on Big Sur.

What is the format?
Can you open them with other apps (eg preview app)
How have they been stored/generated? Are you extracting them from an iPhoto library directly, have they previously been exported from iPhoto?
What is the format of the drive? Have you had any issues with reliability of the drive?
Do you have a backup of the drive?
These items cannot be added to your Photo library because the file format is not supported by Photos.
