Siri is searching Apple Music instead of my music library

In iOS, Siri has begun searching Apple Music instead of my library, but only for select playlists. I will say “hey Siri, shuffle playlist X” and it will work. I will say “hey Siri, shuffle playlist Y” and Siri will respond “I didn’t find playlist Y on Apple Music”. This is because I do not have an account with Apple Music and “show Apple Music” is off in my settings.

playlist Y exists in my library and Siri used to play it without problems. How do I stop Siri from looking in Apple Music and focus only on my library?
