Why isn’t cell service transferred to my new iphone. (I set up new phone from backup of old phone).

Because it is the SIM card that provisions your device for a connection to the cellular service providers network. Either use the SIM from your old phone, or you’ll have to contact your carrier to get that new device put on your cellular service account.
