I pad update

I have a 4th generation iPad but it won't allow me to update beyond 10.3.4. Some aps require higher versions. Am I SOL? Do I need to buy a new iPad?

You need to buy one which meets the minimum requirements for those applications.

A first generation iPad Air and second or third generation iPad mini will run 12.5.1.

A second generation iPad Air, fourth generation iPad mini, iPad 5, any iPad Pro, and any newer model will run 14.4.1.
