iMessage only syncing one way between iPhone 12 and iPad?

So, it seems easy enough to sync imessage, and it is working fine on my iPad, syncing everything as it should with messages sent on my iPhone. But messages sent from my iPad aren't then being merged with messages sent on my phone (I'm talking strictly imessages and not SMS)

I have both devices set to sync with iCloud so not sure what else to check? I'm new to the Apple ecosystem so maybe I'm missing something obvious? Thanks

Make sure both devices are using the same Apple ID & password
Both devices Settings > [your name] > iCloud > Messages: ON
On iPhone: Settings > Messages > Text Message Forwarding > your iPad should be selected and listed here

If you can't send or receive messages on your iPhone, iPad, or iPod touch
