Answer call with sms

Hi, when someone calls and i cant pick up the phone i dont get to answer with sms. The icon is gone, how can i get this back?

iPhone 11, iOS 14

Open Settings ➔ Phone ➔ Respond with Text : Here you fill in the three blank options with text responses of your choice. Once that is done then see whether that helps.
