Can’t share icloud with my apple one family plan

I subscribed to apple one family plan but seems that i cannot shared icloud with others. What do i need to do?

Make sure purchase sharing is on:

Share App Store, iTunes Store, and Apple Books purchases with Family Sharing - http://support.apple.com/HT201085
