So my problem is that I can't access Documents>Library folder on my M1 macbook. When I try to open the folder it says
The folder “Library” can’t be opened because you don’t have permission to see its contents.
I tried do disable SIP, but it didn't work. What else can I do to access Library folder?

The Users/<Home>/Library folder is hidden by default.
If you want to see it click on on your <Home> folder which you have blanked out in your screenshot,
click View in the menubar and select Show View Options and in the panel that pops up check the box
next to Show Library Folder.

This apparently is related to Adobe Creative Cloud, and appears to be used to house log files for Adobe CC. It is *not* the same Library folders that macOS uses to store your settings, etc. - which are located in an entirely different location on the hard drive.

I had the same Library folder, and I also until a week or so ago had Adobe Creative Cloud installed on my machine.
I was not able to browse inside the folder, but I was able to successfully both move it to the Trash, and empty the Trash.
If you plan to keep Adobe Creative Cloud, I suggest to check with Adobe about the consequences of deleting that folder before you do so.
While in the Finder, press cmd shift H followed by cmd J.
Okay, so if it has a library folder, can you do a screenshot of that Finder window in either column view or list view so we can figure out what it has (and therefore figure out where it actually should be). Do this after you set this up:
With a Finder window open, go to View in menu bar and choose "show path bar" and "column view". Then follow the path to get to the library all the way from the device and take a screenshot. Make sure to obscure any private info.

I'm a bit confused: Your user documents folder does not have a library folder in it (usually) unless you moved it from elsewhere.
So, is this the User library or the Macintosh HD library or the Systems library? You will have access to your User library, but due to the new inaccessible OS and system files volume in Big Sur, you will no longer have access to anything parked within those walls.
FWIW, I only remember one other post that someone mentioned a Library folder inside the Documents folder. Unless that was you in a previous post. I've never had a Library folder in Documents on my M1 MacBook Air.
it has. I'm a new mac user and don't know where have it been previously, but as I remember once I accessed it like 2 weeks ago and now I don't have permission
