Restart your Mac holding Shift in order to load Safe Mode and try to remove it from there.
Safe Mode might also reorganize things in macOS and it can also fix this problem after you restart normally.
Also check in the Activity Monitor if this app has any other instances or services running in the background. Force closing it and try again.
