Within the security section of appleID page, there is nowhere for me to add a rescue email address, how do I add one?

I was trying to change my appleID email login address to my newer email address, it wasn't letting me because it was also the address I used for the rescue email address. So I had to delete the rescue email address so I could change my appleID email login to that email address.

My plan was to then go back in and add my older email address (the previous appleID login email) as the rescue email address. However when I click edit on the security section it just shows option to change password, trusted phone numbers, app specific passwords, two factor authentication, and the link to check what apps have you signed in with your apple ID. There is no section about rescue email address, like there was when I had a rescue email address. Since deleting that address, there is no longer a section for it that gives me the option to add one.

Every other post in these forums I can find about this subject the replies all say "just answer the security questions it prompts you with, and it will show you the rescue email address section" and that seem to have worked fine for everyone. But what security questions? Mine has no security questions. It does not prompt me with any questions at all.

How do I add a rescue email address again, when the option to do so is gone?

From the article below.

If you don't use two-factor authentication or two-step verification (learn how to check what security method you use), you have the option to add a rescue email address to your account for more security.

Having a rescue email address is optional but recommended if you do not have two-factor authentication or two-step verification.
