Can I have the watch call a number other and not emergency services ?

Can SOS calling be set up to NOT call emergency services and call a specific number? My mom lives in a retirement community and when you need help you’re to call their Medical Services and they call 911. So I want to get her a watch for the fall detection but don’t want it to automatically call 911

No it has to call the emergency services first;
