How do I get Memoji app for iPad 7th gen? I can’t find it on my iPad or in the App Store. I’m using IOS 14.4

You don't, sorry, not on your iPad 7th gen model (which lacks of True Depth Camera / Face ID).

While you can create a Memoji and use Memoji stickers, you cannot use Animojis.

Your iPad models lacks Face ID and the FaceID true depth camera needed to use Memojis as Animojis.
