Search is not working in “settings” after updating to IOS 12.5.1

After updating to IOS 12.5.1 the search option in not working in the “settings” completely.

After downloading the new software update I no longer have a search function on my iPad. After downloading new software I no longer have a search function. Swiping down does not produce it. Customer support says I have to wipe it clean and redownload. Is that really necessary? Everything else seems to work fine.
