Apple Watch not downloading update and not connected

When I try to connect/pair my apple watch to my new phone, it says to update it so I do and wait. Once it's done, it just goes back to the download update page... I have done this multiple times. I also just got the new iPhone 12 Pro Max. The software on that phone is up to date. Can anyone help?
