Good question! Probably the best and easiest way to do this is to follow this article by Apple:
Set up and use iCloud Photos on your Windows PC:

First, you’ll have to download iCloud for Windows:
https://support.apple.com/en-us/HT204283
This makes it super easy, downloading the photos automatically by just enabling it.
