Are you talking about a clip that is exported into iMovie or exported out of iMovie? If the latter, are you by chance selecting the Image export option rather than the File export option?
If the video clips are being exported into iMovie as images, try importing them into iMovie from the Photos item in the iMovie project sidebar. Or, drag them directly from your Photos library into iMovie.
