Big Sur - Command + Tab is automatically rearranging topmost app window

I recently upgraded to Big Sur.

Now whenever I use Command + Tab to switch between apps, when it switches to the selected app, if that app has multiple windows opened, it automatically switches to one of the windows (the "default" window -- I think it's the last one opened), instead of leaving the current top-most window on top.

So I am constantly having to change windows to get back to my top window after having used Cmd + Tab to switch between apps.

This wasn't he behavior before I upgraded to Bug Sur.

Does anyone know how to change it to remain on the currently top-most window in the newly selected app?

Your tagline shows "MacBook Pro 16″, macOS 11.1"

Have you upgraded to 11.2 yet? I just tried to recreate the situation you mention, by opening of several instances of Safari. Whenever I use app switcher, it correctly takes me back to whichever one was last in (on top). Since I never tried this particular scenario, prior to upgrading to 11.2, I can't speak to how it behaves in 11.1 instead.

That is indeed annoying and not the correct behavior. Does it happen with some specific application(s), or with all of them?

Does it happen in a new user account?

Does it happen in your account if started in Safe Mode?
