Of course contacting Apple is always an option. I could always tag that onto just about any topic I see on the forums if I wanted to feel I had to post something. It's a given. Of course in the face of a unfavorable reply it is seen as a worthy panacea. So by all means call Apple.

I have never in 15+ years of helping here, seen anybody say they could cash out on Apple ID balance. If they do it for you then report back here and let us know because it would be a drastic reversal in long-standing policy. I am sure certain criminal would love it because then they could actually get cold, hard cash for the cards they have scammed.

I do not think that is possible, it is two separate businesses inside Apple.
