Apple Watch and ECG

I live in Thailand and just updated my Apple Watch 6 with 7.3. This update is supposed to allow ECG to work here in Thailand. The App has appeared on my watch but when I try to install via my iphone I get the message "not available in your region" Any thoughts please

Can not use ECG App Hello. I bought Apple watch series 6 44mm Stainless steel version from USA. I paid over 800$. But now I am living in Azerbaijan. When I want to use ECG app it says The ECG app is not available in your region. What should I do. I checked internet so I have to change my region but I also using Music app. Where should I wirte for it? I cant even use Apple support. Azerbaijan not listed. :(
