iPad Pro Fonts
If I purchase a font from a different source other than the App Store am I able to download it to my iPad and use it?

You should be able to install such fonts using an app like AnyFont or iFont. But imported fonts can only be used in apps like Word Processors where there is a font menu (not to change the user interface font or in apps with no font menu).
