Can each mic on the 2020 iPad Pro record to a separate audio channel?

To the best of my knowledge, no, the facility to independently record each built-in microphone is not natively available.
Whether or not the iPad hardware is actually capable of independent of multi-channel recording is unknown to me. If this feature is important to you, I suggest that you review the Apple Developers Documentation. Alternatively, perhaps research the available third-party Apps - where you may find something appropriate for your needs.
It is perhaps worth making comment here that most professional audio mixing solutions will utilise external microphones and mixing desk - and will have no reliance upon the tiny internal microphone elements present within the iPad chassis. The close proximity of the internal microphones would provide a very limited soundfield.
