How do I restart this classic 160 gb IPOD which doesn't seem to be receiving the charge from the wall nor pc.

Use a known good cable that you have proved can charge another device. Check for fluff in the docking port and if found remove carefully.

It’s a direct connect to the wall and ive tried rebooting methods. Nothing works but I hear the disk shuffling or something
