Apple ID is disabled

In iTunes and the App Store, when I try to download an app or purchase music it says my Apple ID has been disabled, how can I fix this.

You must contact Apple Support directly—we’re not Apple, and we cannot access your Apple ID and its purchase and financial data—and resolve whatever triggered this.
