Whether or not you are able to update your iPad to a newer version of iOS/iPadOS will be dictated by your iPad model - and the currently installed version of iOS. You can find this information here:

Here is a list of the highest version of iOS supported by the older models of iPad (for simplicity - “generations” are shortened to a number) that are restricted in their ability to be updated:
iPad1 - iOS 5.1.1
iPad2, iPad3 and iPad mini1 - iOS 9.3.5 (WiFi Only models), iOS 9.3.6 (WiFi & Cellular)
iPad4 - iOS 10.3.3 (WiFi Only), iOS 10.3.4 (WiFi & Cellular)

Newer models, not appearing in this list, are all able to be updated to the current version, iPadOS 14.3.

Here are my questions.
What year and model iPad do you have/own?
What iOS/iPadOS version is this iPad, currently, running?
What is the rated, internal data storage model of your iPad and how much of this internal data storage capacity is left inside of your iPad model?
Your iPad Air cannot upgrade/update beyond any version of iOS 12, currently at iOS 12.5.1
The 2013 iPad Air 1, iPad Mini 2 and 2014 iPad Mini 3 cannot upgrade beyond any version of iOS 12.
These iPad models have overall internal hardware that is too old, too underpowered and incapable of running all of the new, advanced and internal hardware resource intensive features of iPadOS.

There is one last thing you can try/attempt, if you need an older version of an app.
If you own much newer iOS device that can run either iOS 12 and.or iOS/iPadOS 13 and later, you can install the most recent app/s onto that more recent iOS device.
Then go back to your older iPad, open the iOS App Store, go to the Purchases section of the store app, search for the app/s you wish to try and download to that older iPad and see if an older version of the app is allowed to be downloaded/installed to that older iPad.
These newer iOS/iPadOS devices must use your same Apple ID user account and password.
Failing that OR IF NO joy, then there is nothing more to be done.
Also, a 16 GBs storage iPad starts out, after initial drive formatting, at approx. 15 GBs of free, internal storage.
After the installation of iPadOS, at approx. 6 GBs, leaves 9 GBs of of free, internal data storage space.
iOS/iPadOS needs a minimum of 2-4 GBs of constant remaining storage, AT ALL TIMES to insure/ensure nominal, acceptable operation of all iOS/iPadOS functionalities.
This leaves a 16 GBs iPad with ONLY a practical, usable storage space of between 5 and 7 GBs AND THAT IS IT!
This is virtually NO internal data storage to do much of anything with that iPad!
This is why Apple quietly, silently did away with all 16 GBs iOS device back sometime in 2016.
Your 16 GBs iPad has nearly reached its internal storage limit!
iOS devices and iOS/iPadOS need to maintain, at the very least, a minimum of between 2-4 GBs of free data storage space, AT ALL TIMES, to insure normal/nominal functionalities/operation and general overall performance of any iOS device running iOS/iPadOS.
If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a new iPad model OR a much “newer” , used iPad model capable of running the latest iPadOS versions.
There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS.
Also, get a new or “newer”, or used iPad model that has significantly more internal storage, as internal storage of Apple mobioe devices cannot ever be expanded!
Even 32 GBs Apple iOS devices are surely becoming the “new 16 GBs”, low internal storage models now, in 2020/2021!
