Reinstall iTunes:

1. Download iTunes for Windows from the Microsoft Store
2. Uninstall: iTunes
3. Restart: your PC
4. Install: iTunes
5. Restart: your PC

If you have Windows 7 or 8 the most recent version you can run is 12.10.10.2 which you can download from these links:

• iTunes 12.10.10.2 for Windows (32-bit) - iTunesSetup.exe (2020-10-19)
• iTunes 12.10.10.2 for Windows (64-bit) - iTunes64Setup.exe (2020-10-19)

In general you don't need to uninstall an older copy of iTunes before installing a newer one.

Should have elaborated a little bit. Point being: It would be installed fresh and configured anew, without any bugs whatsoever. So, download the appropriate version, export your items, and then perform the reinstall.

There are always bugs. 🙂

A clean install can be useful from time to time, but then you need to address other issues such as "Will uninstalling iTunes wipe my library?" (Spoiler: No, but backups are still a good idea!)
