Apple Watch for my elderly Mom for the fall detection - what version of watch and phone?

It appears that the fall detection is on the Apple 4 watch (or newer) to work with the fall detection. Does that work with all the newer iPhones? My Mom wants the most basic one considering I am taking her from a flip phone to a iPhone!.. I think that would be the iPhone SE?
