What can be accessed from my iCloud account on an android or windows device? My ex husband has found a way to hack my account before and has had lots of my information including banking. What tool can I use on my iPhone to check for any hackers & to check any data accessed?

Only what you've have synced to icloud and he would need to know your icloud id and password. You can set up two factor authentication read here Two-factor authentication for Apple ID - Apple Support
Or change your icloud password.
There is no tool as an iphone can't be hacked/have virus or malware unless it is jailbroken (google it).
