I just got an iPhone and I tried to pair it. However, despite my phone being updated to the latest IOS version (for the iPhone 6 anyway), it won't pair with my new watch.

If the watch is running WatchOS6 then you need a phone with ios13.
If the watch is running WatchOS7 then you need a phone with ios14.
An iphone 6 will only update to ios12.
If the watch is running WatchOS6 then you need a phone with ios13.
