MacBook Pro 2019 Big Sur update problem - need help please

MacBook Pro 2018 - problem update to Big Sur. Asking to choose startup disk - to restart in Target Disk Mode???

Why? Then to connect another computer using Thundrbolt cable and use it as a hard disk?

I don’t understand why?
