My iphone X does not have the call blocking and identification setting. I noticed this after I updated to ios 14.3 sometime ago. How can I have the menu to be enabled back?

I am trying to use an app to block the numbers, if the "call blocking and identification" function is not there, how can I activate the function of the app?
The way shows in the above article need me to block every single number manually, after pick up and find out if it is a spam call, then I can block it.
I have called Apple Support a while ago and seems they do not aware of the "call blocking & identification" function is valid under setting -> phone. Therefore, my problem didn't solve. Or the "call blocking & identification" will never come back ?
