You'll want to fix your forgotten Apple ID password first following If you forgot your Apple ID password - Apple Support

Once you can sign into your Apple ID, you'll then follow If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support for your forgotten iPad passcode.
