How can I make a freeze fame for a title? I can't find anything that works.

Create a new project for the purpose. Add a title to the main (lower) timeline. Share it out. Import the shared out title into your original project. Add the freeze frame (Control-click/Add Freeze Frame, from the drop down menu).
