MasterCard problem

Hey , I am from Yemen , But my Apple account is American , I tried to connect my MasterCard but I couldn’t, I thought that the problem is that my account is American and my MasterCard is from Yemen?

Every time I try it says ( you payment method was declined ) !!

You need a valid credit card issued by a bank in the country the store is in and you need a billing address in that country.
