What do I do is I forgot my iCloud account for my iPad

See if you can recover the ID/password. Use every email address you can think of.

Apple ID - Find              

For the Apple ID password, enter the Apple (iCloud) ID and click Forgot Password. See if you can get an email option.

The iCloud account is an alias to your Apple ID account.

Unless the iPad is yours, there is no way to recover your iCloud.
