You need to have iTunes installed on your PC. See:

Update to the latest version of iTunes - Apple Support

then see:

Play, download, or remove songs from iCloud Music Library on PC - Apple Support

Thanks Javaliga,

I didn’t have the latest version of iTunes. Once I updated iTunes, I could import my Apple Music purchases.
