iPhone using too much iCloud space

My wife and I share an iCloud 200GB account.

She is only using about 20GB of space on her phone, but her iCloud Photo collection is taking up 70GB. Backups are 30GB and we are constantly running out of space.

I know she's storing small versions of the photos/videos on her phone, but I don't understand how she is using so much iCloud space. I've cleared out some old photos/videos and got an extra 30GB, but then it filled up again and no obvious videos taking up the space.

I've gone to Manage Storage in the iCloud settings but I can't see anything specific that could be causing this.

Any ideas?
