I was running Big Sur on my Macbook Pro 13" Retina Late 2013 Laptop for about 3 weeks and it was running great. We decided to reformat this older Magbook Pro for my daughter. Once reformatted it will not let us upgrade back to Big Sur. What is up?

You can install any OS from 10.11 to 10.15 by creating a bootable macOS USB installer using these instructions:

Or you can boot into Internet Recovery Mode using Command + Option + Shift + R to boot to the online installer for the version of macOS which originally shipped with your laptop.
You will need to perform a clean install by first erasing the whole physical drive before reinstalling macOS or you can restore from a backup made before upgrading to Big Sur.

I hope Apple is working on the issue. That laptop has been kind of troublesome with Catalina. It worked flawlessly with Big Sur. I wish I would not have reformatted it now. Are there any other options to install?
We Tried those options with no success. It would give us an error trying direct too big sure from a downloaded USB boot. We tried internet recovery but it will only update to Catalina. We did do complete clean installs.
I thought it was clear that you cannot reinstall Big Sur at this time because Apple disabled Big Sur from installing on the 2013-14 MBPros. I was only providing instructions so you could install an older version of macOS so you could continue to use your laptop.
Apple has disabled the ability to install Big Sur on the 2013-2014 MBPros because some users have reported the Big Sur installer bricked their laptops.
OK. I got you now. It is running with Catalina now. We are good to go. Hopefully Apple will update Big Sur so we can install in future. The Thanks.
