Big Sur won't reinstall

After a painful & lengthy System Migration, had to erase macOS Big Sur on 2020 Mac mini (8GB). Now it won't reinstall. It gets halfway through & stops with a flag: "An error occurred preparing the update. Failed to personalize the software update. Please try again." Same result on several attempts. After erasing MacHD, shouldn't there be NO 'personalized settings' yet?

Mac mini, macOS 11.0
