iCloud storage is full

Hi,

I have recently received a message that my iCloud storage is full.

Since 200GB of it is used for photos, I thought about downloading them to my PC and delete them from the iCloud storage and free up some space.

for some reason I can't find my photos from my I-phone on I-cloud web only the I-pad's ones.

Can you help?
