NEED HELP WITH ICLOUD

I really need someone to help me understand I cloud.. it’s so confusing to me. When I log into my iCloud like through Apple I have all my photos (that are on my phone right now) and some on my iCloud. After I make sure that my photos get backed up to iCloud, can I just delete all the photos off my device? Or is that going to delete them off my iCloud as well?

"If you use iCloud Photos, and delete photos and videos from one device, the photos and videos will be deleted on your other devices."
