When I read thru the highlights of Big Sur on Apple's page I noticed this:
But all I see is this, is there a way to see the minute by minute rain and government alerts? I've tried the medium and large widgets.

Nice of Apple to present two different weather widget interfaces when on Big Sur 11.0.1, and using different hardware architectures. The non-M1 MacBook Air shows the OP's version. Does the M1 version allow any customization of the appearance? Who cares about a graph?
Sure. Apparently the info you posted doesn't apply to 11.0.1.
edit: on Intel Macs.
Are you on 11.0.1? This is what I see but I'm on an M1 MBA.
I'm not supposed to say but my iMac Pro shows the same as my M1 with 11.1 beta.

No. Different sizes show different info.
